On the Construction of Democratic and Scientific Approval System for Public Financial Investment

基于建立民主化、科学化的公共财政投资审批体制和机制的主题,分析传统的财政审批决策体制的效应与缺陷及危害,阐明创新公共财政投资审批决策的价值取向和价值目标,提出推进民主化科学化财政投资审批体制和机制的措施。

Based on the construction of democratic and scientific approval system for public finan‐cial investment ,this paper analyzes the flaw and detriment of the approval system for traditional fi‐nancial investment ,and clarifies the value orientation and goal of creative approval system for finan‐cial investment ,as well as proposes the measure of promoting approval system for financial invest‐ment .
