西北开放型经济发展水平评价及战略思考——基于“新丝绸之路”经济带建设的角度

在"新丝绸之路"经济带建设的背景下,为了提高西北开放型经济的发展水平,采用因子分析法,建立包括开放环境、开放规模和开放潜力在内的评价体系,借助SPSS20.0对西北五省的开放型经济发展水平进行评价。结果表明:西北五省区的开放型经济发展水平差异显著,并将其划分为开放型经济优势型、开放型经济潜力型、开放型经济劣势型。在此基础上,提出增强合作和开放意识、加快操作层面的体制机制建设、加强西北区域经济一体化建设、积极承接"两个转移"等促使西北开放型经济发展的战略思考。

Under the background of developing ＂New Silk Road Economic Belt＂, in order to promote the development level of open e- conomy in Northwestern China, this paper set up a comprehensive index system of the open economy development from the environment, scale and potential of the open economy, and then used factor analysis to evaluate the development level of open economy in Northwestern China. According to the calculation result, there is a striking difference among the development levels of open economy of the the Five Northwestern Provinces, which could be divided into the dominant type, potential type and weak type of open economy. Based on this, some strategic thoughts were put forward to promote the development level of open economy, which includes strengthening the consciousness of cooperation and opening- up, working out the formulation of promoting the open economy development level, strengthening the construction of the northwest regional economic integration, and undertaking two transfers.
