中国高校“支援中西部地区招生协作计划”实施成效分析——“985工程”高校为例

Evaluating the Effect of “Midwestern Enrollment Program”:Evidence from “Project 985” Universities

本研究利用2012年、2014年中国"985工程"高校计划招生数据,考察高校"支援中西部地区招生协作计划"实施成效。研究发现,"招生协作计划"实施以来,中西部地区和人口大省学生接受优质高等教育机会随之增多,省际间差距逐步缩小。承担协作计划输出省份增加了在中西部地区和录取比例相对较低省份的跨省招生名额。与2012年相比,2014年协作计划输出省份"985工程"高校招生减少5个百分点;中西部地区协作计划输入省份招生增长接近12个百分点。"招生协作计划"的实施,大幅度增加了中西部地区考生接受优质高等教育的入学机会,进而促进教育公平。

This study uses college enrollment data from ＂Project 985＂ universities in 2012 and 2014 to evaluate the efficacy of the ＂Midwestern Enrollment Program＂. The results suggest that the Pro- gram significantly improved the rates of admissions into ＂Project 985＂ universities for students from Midwestern provinces. The admissions rates decreased by about 5% from 2012 to 2014 for students from non-Western, participating provinces, which historically had high college admissions rates, while the rates increased by about 12% for students from Midwestern provinces. The Program greatly pro- moted educational equality across provinces and regions in China.
