A Study on the County Magistrate in Jiasngsu Province during Beiyang Goverment

北洋政府时期江苏省县知事任职有选举、委任、考试、保荐等多种方式,县知事主要由前清官吏、新式学堂毕业生、留学生以及其他人员构成。由于政局动荡,县知事任官籍贯回避制度名存实亡,县知事更迭频繁,任期很短,凡此均不利于地方发展。

There are several ways such as election, appointment, test, recomendation about the county magistrate appoint- ed system in Jiasngsu province during Beiyang Goverment. The crowd is made up of officiales in Qing dynasty, graduates from universities, students studying abroad and other staff. Because the political situation was very unstable, so the tenure native parrying systems were destoried, and the tenure period and the replacing system became short and frequent, all these hindered the development of the county.
