摘要作为东亚与欧洲"中间广大腹地国家"共同谋求发展的宏大规划,中国倡导的"一带一路"包含政策沟通、设施联通、贸易畅通、资金融通、民心相通等广泛系统的合作内容。"一带一路"是中国新时期全方位扩大对外开放战略的重要组成部分,凸显出中国更加重视与广大发展中国家携手共进谋发展的清晰指向,传递出做长发展中国家经济增长"短板"以培育全球经济新增长点的新思路,体现了开放国策、外交战略、结构调整、促进增长目标之间的良性互动关系。中国现阶段生产能力在常规制造与建造方面具有比较优势,在开放宏观经济领域拥有充裕的国民储蓄与外汇储备资源。通过共建"一带一路",中国将有机会向世人展示,中国是广大发展中国家可靠得力的合作发展伙伴,中国也将通过与广大发展中国家共谋发展而获得广泛利益。 The One Belt and One Road Initiative is a grand plan initiated by China to promote collaboration among countries in the vast areas between the dynamic economic region of East Asia and the economically mature Europe.There are five priority areas of collaboration:policy coordination,infrastructure connectivity,trade promotion,monetary circulation and enhanced mutual understanding.The initiative constitutes an integral part of China' s new strategy to further its all—round opening-up to the world,reflects its clear intention of improving and expanding cooperation with the developing countries,and sends the signal of vitalizing the global economic growth through helping the developing countries fill their development gaps.It is a reflection of the constructive interaction among China's opening-up policy,diplomatic strategy,economic restructuring and achieving growth target.China now has a comparative advantage in terms of general manufacturing and its macro-economic opening is supported by its ample savings and foreign exchange reserves.Through the One Belt and One Road Initiative,China has a historical chance to demonstrate that it can be a reliable and strong partner of the developing countries and it will benefit extensively from its cooperation with the developing countries.
