摘要
本文研究了国外公私合作模式在重大创新专项、战略研发项目、技术转移项目、风险投资领域、科研设施设备领域、科研机构建设领域的应用,阐明了公私合作模式的内涵和类型,分析了公私合作模式对公共资金使用效率、社会创新投资规模、创新风险化解等方面的影响;提出公私合作创新模式的要点及政策建议。
The paper researched the application of PPP in major innovation programs, strategic R＆D programs, technique transfer pro- grams, the fields of VC, R＆D facilities and machines, and construction of S＆T institutes at home and abroad. It clarified the concept and types of PPP, and analyzed the effect of PPP on the efficiency of public fund, scale of social investment in innovation, risk reduc- tion of innovation, and so on. At last, the paper put forward some advices on applying PPP.
