乡贤及其组织在乡村治理中的作用研究——以绍兴市孙端镇村级乡贤参事会为例

On the Effect of Rural Sages and Their Organization on the Rural Governance——A Case Study of Rural Sage Council in Sunduan Town of Shaoxing City

近年来,随着城市化进程快速发展,农村大批青壮年劳动力涌向城市,乡村精英、资源大量流失,农村出现了空壳化现象。在加强和创新基层社会治理方式背景下,充分发挥乡贤及其组织在基层社会治理中的作用,构建传统乡土社会与现代社会的有效衔接机制,将公共服务普及、基层民主建设与乡土文化的延续、公序良俗的形成有机结合,实现政府治理与村民自治的良性互动,对于动员和组织广大群众推动农村公共事业发展和基层民主建设,完善农村社会管理和公共服务,增强农村自治活力,提高乡村治理能力和水平具有十分重要的意义。

In recent years, with the rapid development of urbanization, much young rural labor force flocks to cities, leading to the empty villages with the loss of the rural elites and human resources. Against the backdrop of strengthening and innovating the mode of grassroots social governance, it is indispensable to give full play to the role of rural sages and their organizations in the grassroots - level social governance, to construct an effective convergence mechanism of traditional rural society and modern society, to integrate the popularization of public services, the extension of democratic construction at the grassroots level and local culture, and the formation of public order and good customs into one integral part, and to realize the benign interaction between government administration and the villagers＇autonomy. On this basis, the masses can be mobilized and then organized to further the development of rural public facilities and the construction of democracy at the grassroots level; the rural social management and public services can be perfected ; the rural autonomous activity can be strengthened ; the capability and level of rural governance can be enhanced.
