财产权制度、资源禀赋与农民土地财产性收入——基于江苏省1744份农户问卷调查的实证研究

Property Rights System,Resource Endowment and FarmersLand Property Income——An Empirical Research of Jiangsu Province Based on 1744 Farmer Questionnaireson

构建财产权制度、农户资源禀赋对农民土地财产性收入的作用框架,并提出相关假说,基于理论框架,建立农民土地财产性收入影响因素模型。在此基础上,利用农户数据,定量揭示其影响关系。结果显示:财产权制度的保证和稳定会影响农民土地财产性收入的获取水平,承包地确权的政策促进作用明显优于宅基地确权;土地调整与农民土地财产性收入之间呈正相关关系;农户自然资源禀赋、人力资源禀赋、社会资源禀赋对土地财产权的价值显化均有正向促进作用;农户家庭非农收入水平、地区土地市场化水平等其他因素,正向影响农民土地财产性收入的获取可能。创造条件实现农民土地财产性收入增收,需从财产权制度层面强化赋权,提高农户土地产权可预期性,从资源禀赋层面加强对农民非农就业培训、提供非农就业渠道等,同时还应大力发展地区经济,积极构建土地市场化平台。

In this paper, a framework is constructed to study how property fights system and farmers＇resource endowments act on farmers＇ land property income, and related hypotheses are proposed. Based on the theoretical framework, the influential factor model of farmers＇ land property in- come is constructed. Aided by household data, the relationship between farmers＇ land property in- come and its influential factors is discussed in a quantitative way. Results show that the assurance and tenure of property rights affect farmers＇ access to land property income. The promotion function of contracted land ownership is better than homesteads;there is a positive correlation between land adjustment and farmers＇ land property income; Farmers＇ natural resource endowments, human resource endowments and social resource endowments all play a significant positive role in promoting land property income. Other factors, such as household non - farm income and regional land market rate, also have a positive impact on farmers＇ opportunity to improve their land property income. In order to increase farmers＇ land property income, their land fights should be confirmed to improve pioperty predictability from the level of land property rights system;it is necessary to offer more non - farm work training and work opportunities for farmers secondly from the level of resource en- dowments;finally,it is important to develop regional economy, and build a platform of land mar- ketization actively.
