摘要
以全美教育协会和美国教师联盟两大机构为代表的美国教师组织,承载着维护教师群体权益的重要使命。在当代美国基础教育改革进程中,教师组织基于自身使命,对联邦政府以标准化、绩效考核、严格评价等为特征的改革政策有着复杂而微妙的态度和立场,其中甚至不乏冲突之处。从提高美国基础教育质量的总体目标出发,教师组织在使命与冲突的平衡、调和中,对基础教育改革采取了积极干预的策略,从而实现了维护教师权益与推动教育发展的同步共赢。
Represented by the National Education Association and the American Federation of Teach- ers, the American teacher unions are committed to safeguarding the rights and interests of teachers, by holding complex, subtle, even conflicted attitudes and positions to the federal policies in modern elementa- ry education reform, with standardization, performance appraisal and evaluation. With its goal of impro- ving the quality of American elementary education through the conflicts, the rights and interests of teach- ers are safeguarded.
