生态文明视域下天津市经济-资源-环境系统协调发展研究

Research on coordinative development degrees of economy- resources- environment system in Tianjin based on ecological civilization

天津市作为我国北方重要的经济中心正在大力推进生态文明建设,全力打造"美丽天津"。文中建立了反映生态文明建设目标的经济-资源-环境(ERE)系统评价指标体系,运用主成分分析法、回归分析法、隶属度函数构建ERE系统协调发展评价模型,测算了天津市1998-2012年ERE系统的综合发展水平及协调发展度。结果表明:天津市经济发展迅速,资源、环境的发展相对滞后。ERE系统协调发展度1998-2012年平均处于中级协调水平,进一步促进资源、环境的发展,提高经济发展质量应成为天津市生态文明建设的重点。最后提出严守生态红线、完善生态补偿机制、继续优化产业结构等措施以提高天津市生态文明建设水平。

Ecological civilization construction is an inevitable option for our country facing the resources and environment restrain. As the important economic center in the northern region,Tianjin is vigorously promoting the construction of ecological civilization to build beautiful Tianjin. We established an evaluation index system for the coordinate developmental degree of ERE system,which reflects the goal of ecological civilization constructing. Using the PCA method,regression analysis method and membership function,a coordinating development evaluating model of ERE system was established. The comprehensive developmental level of ERE system in Tianjin from 1998 to 2012 was calculated. Results show that economic development was rapid in Tianjin,while environment and resources development were lagging behind. Further promoting the development of resources and environment was the crux for increasing the coordinative development level of ERE system,and also the key point of ecological civilization construction. Further promoting the development of resources and environment and ensure economic development quality were the key points of ecological civilization construction. Finally,three measures were put forward to improve the level of ecological civilization,including keeping strictly within the ecological red line,improving ecologic compensation system and further optimizing the industrial structure.
