摘要
2014年全面爆发的西非埃博拉疫情是近年来世界经历的一场规模空前、危害巨大、范围广泛、后果严重的公共卫生危机,对科学界、公众心理和全球卫生体系构成严峻挑战。本轮疫情及其引发的"埃博拉战争"再次说明,在全球化时代,任何国家都必须时刻准备应对传染病等生物性威胁,而全球公共卫生治理体系的加强与国际政治经济秩序的改革是促进公共卫生的必要条件。"埃博拉战争"为中国提供了宝贵的启示:生物防御能力关乎国家发展与安全,卫生外交应成为新型大国战略的重要内容,外向型民间社会组织有助于擦亮中国的国家品牌。
The Ebola virus epidemic in West Africa in 2014 is an unprecedented public health crisis with severe consequences. It constitutes a grave challenge to the scientific and medical community,the general public and the current global health governance. The outbreak of and the War on Ebola indicate once again that in a globalized world,each and every country must prepare itself well for the bio-threats of epidemics, and that one necessary condition for improving public health is to strengthen the global public health governance system and to reform the international political and economic order. The War on Ebola has important implications for China :d efensive capabilities against bio-threats are critical for national security;health diplomacy must be integrated into the grand strategy of a new rising power like China;a nd nonprofit organizations can greatly help China to increase its soft power and international reputation.
