媒介融合背景下传媒经济性规制改革略探

Research on Reform of Media Economic Regulation under the Background of Media Convergence

媒介融合浪潮下,调整规制框架是世界各国促进传媒产业发展的有效手段。当前我国传媒产业存在的行业分割、市场壁垒以及产业利益冲突阻碍了媒介融合的进程,加快文化产业发展客观上需要对传媒产业规制格局进行调整。我国需要从构建统一、融合的传媒规制法律体系,建立统一的规制机构,加快传媒产业产权改革以及放开进入规制等方面重构经济性规制框架,促进传媒产业健康、快速发展。

In the media convergence trend, adjusting frame of regulation is effective means of promoting the development of the media industry all over the world. At present, industry segmentation, market barriers and industry conflicts of interest has hindered the process of media convergence in China. It is of great importance to adjust the media industry regulation pattern in order to accelerate the development of media industry. China needs to build a unified, integrated media regu- lation legal system, establish a unified regulation mechanism, accelerate the reform of property fights and release the media industry regulation in order to promote the healthy, rapid development of the media industry.
