中国养老保障体系的四维供给主体与职责定位——基于福利多元主义范式的分析框架

On the Research of the Four Dimensions of Supply Subject and Role Orientation of China's Old-age Security System——Based on the analysis about the framework of welfare pluralism paradigm

随着老龄社会的迅速来临,改革养老制度成为一个极其重要的话题。因此,建立多层次的养老保障体系势在必行。能否探索或创新一种多元化模式,依靠社会、社区、家庭的力量,充分发挥市场的作用,或是以政府购买公共服务的形式,为老人提供更适合、更愿意接受的养老方式,这是摆在我们面前的重大课题。近代西方福利国家制度及社会福利思想的发展为我们提供了重要的经验教训,尤其是福利多元主义理论的分析范式对于构建多元化的养老保障体系具有重要的借鉴意义。因此,将福利多元主义与我国的国情相结合,构建一个国家、市场、社会和社区为主体的四维养老保障福利供给体系,既可以满足我国老年群体多元化的养老需求,又可以推动养老制度的改革和完善。

As Chinese traditional family structure collapses and the coming of aging society, the reform the pension system becomes a very important topic. Therefore,it is necessary to establish a multi level old - age security system. Whether we can explore a diversified mode which rely on the power of the society, community, family, and give full play to the role of the market, or form of government purchase of public services. And whether we can provide more suitable for the elderly and they are more willing to accept the way of pension, which is a very important subject in front of us. The modern western concept of the welfare state system and social welfare de- velopment provide an important lesson for us, especially the analysis of the welfare pluralism theory paradigm for building diversified pension security system, which have great significance for our country. Therefore, combining welfare pluralism with China＇ s actual con- ditions and building a country, market, society and the community as the main body of the four dimensional old - age security welfare supply system can not only meet the pension needs of China＇ s elderly population diversity, but also can promote the reform of the pen- sion system perfectly.
