湘江流域重金属综合治理中公众参与机制创新探讨

On the Discussion of Innovation about the Mechanism of Public Participation in the Process of Comprehensive Control of Heavy Mental in Xiangjiang River Region

公众参与是湘江流域重金属综合治理不可或缺的途径之一。它不仅有助于增强公众的生态环境意识、保障公众的生态权,更有助于促进治理的民主化,从而促使湘江流域重金属综合治理实效的提升。分析公众参与湘江流域重金属综合治理存在的主要问题,进而从参与主体、参与内容、参与方式、参与效果等层面构建了创新湘江流域重金属综合治理公众参与机制的基本框架,最后从民主协商、信息沟通、公众参与渠道、自愿性激励措施、非政府组织培育等方面提出了创新湘江流域重金属综合治理公众参与机制的对策着力点。

Public participation is helpful to improve the effect of treating heavy metal in Xiangjiang river,which is not only raising pub- lic environmental awareness, protecting public ecological rights, but also promoting the democratization of governance and enhancing the efficiency of controlling heavy metal pollution. This article analyses the problem that the public face during the participation in heavy mental governance. And then, it explores the framework of mechanism innovation from the perspective, of content, form, subject and effect. At last, it analyses the policy lever of innovation in the mechanism of public participation in the process of comprehensive con- trol of heavy mental in the Xiangjiang river from the perspective of democratic consultation, information communication, the channels for public participation, voluntary incentive measures and non -governmental organization cultivation.
