社会福利视阈下我国家庭农场运作模式创新设计研究

An Innovation Design of Family Farm Operation Mode in China from the Perspective of Social Welfare

处理好公平与效率的关系,这不仅是社会福利理论的核心,也是我国改革过程中不可回避的重大问题。当前我国普遍存在的农地"非粮化"、农村"空心化"以及工商资本下乡挤占农民利益等诸多社会问题,其实质是功利主义经济伦理思想以及资本无限制的自由流动对福利公正诉求以及福利集体主义的漠视与挑战。家庭农场是对当前我国农村生产关系的改革与完善,而其中的公平与效率关系问题就成为我国发展家庭农场的关键所在。文章从社会福利视阈解析家庭农场的实现机理,并基于公平与效率的统一设计适合于我国家庭农场发展的共生模式。

Fairness and efficiency is an inevitable major issue in the process of reforms in China,and also the core issue of social welfare theories. Currently,there exist many social problems such as 'non-food'farmlands,rural hollowing,and the infringement of farmers' interests by the industrial and commercial capital gains. The essence of these problems is the utilitarian economic ethics,unlimited free capital flow and the disregard on welfare collectivism and social welfare demands. Family farms is a reformation and perfection of our current rural production relations,in which the problems of fairness and efficiency become crucial to the development of family farms. Based on the unity of fairness and efficiency,the article analyses the implementation mechanism of family farms from the perspective of social welfares to create a suitable symbiotic mode of the development of family farms in China.
