Research on the Citizen Participation in Public Policy Under the Vision of the Rule by Law

公共政策是为解决公共问题而制定的行为规范,具有公共性特征。因此,在公共政策的制定过程中,需要公民的广泛参与,公民意愿体现得越充分,则公共性越强。然而,现实中公民参与仍存在诸多不足。应在法治视阈下深入分析公民参与存在的具体问题,以法治思维和法治方式对规则和制度进行重新设计,以保障公民参与公共政策制定的权利。

Public policy is a code of conduct in order to solve the public problem, which has the characteristics of the public.However, public policy-making process needs the participation of citizens.The more fully citizens’ intention is reflect, the more publicity public policy will have.However, there are still some shortcomings in citizen participation.It is one of the major subjects to be solved to safeguard the rights of the citizen participation,which needs the analysis of specific problems of citizen participation and redesign of rules and regulations under the thought and way of the rule by law.
