Administrative by law is one of the focuses and keys to rule by law in China, so how to promote and im- plement it will affect the implementation and practice of the strategy of ruling the country by law. According to the author of this paper, administration by law is based theoretically on rule by law, and it has great practical significance for safeguard- ing the legitimate rights of the masses, building a clean and efficient government and improving the socialist legal system.
