我国主要养老服务模式的衔接问题研究

Research on the Linkup of Main Endowment Service Patterns

家庭养老服务、社区养老服务、机构养老服务是现行养老服务的主要模式,但各具优势与不足。当前各模式之间仍缺乏有效衔接,影响了养老服务体系整体合力的发挥。文章分析我国各养老模式衔接上存在的问题,进而从功能定位、优惠补贴、统筹管理三方面提出各模式有效衔接融合的思路,以实现整个养老服务体系的合理有序运作。

Home endowment service, community-based endowment service and instition-based endowment service, which are currently the main endowment service patterns in China, have their own advantages and weaknesses. However, the absence of effective linkup among them influences the joint forces of the whole system. This paper will fully recognize these endowment service patterns, analyze the problems on the linkup and put forward practical ideas from three aspects：function- al localization, tax-preferences and subsidies, and overall management so as to achieve the rational and orderly operation of the whole endowment service system.
