摘要
当前医院党建目标管理考核存在着标准的制定难以明确具体、过程控制与结果应用缺乏、党建目标管理考核的长效性动力不够等问题,需要通过合理设置考核标准权重,坚持定量与定性、短期与长期、标准化与个体化相结合的考核方式,引入"KPI"方法与"SMART"原则,合理纳入医院内部绩效考核指标;考核应突出党建工作重心,重视考核结果的使用,确保考核评价的权威性,建立与内部绩效考核衔接的党建目标管理考核标准,进而提高医院党建工作的科学化水平。
Problems such as ambiguous standard, lack of process control and results application, inadequate motivation of long term performance assessment in hospital party building objective management assessment are discussed. A new objective management assessment system of hospital party building which involves rational weight, combination of quantity and quantitative, short term and long term, common and individual assessment, introducing KPI and SMART principles, highlighting on core content of party building is mentioned. Furthermore, hospital party building objective management assessment needs to combine with hospital performance system, taking relation between assessment result and motivation so as to assuring the authority of assessment to promote hospital party building.
