摘要
职能部门年度绩效考核工作是医院人力资源部门每年都会去实施的一项工作,面对该项工作任务时,人力资源部门会碰到两个比较棘手的问题:一是绩效考核方案由哪些部分组成,各部分的内容该如何设计;二是如何在方案设计中避免职能部门绩效考核管理存在目标难明确、指标难量化、数据难收集、评价主体难确定、评分难公平等诸多难题,能真正考出职能部门的年度工作绩效,并促进下一年各项工作的开展。笔者通过对某公立医院为期7年的职能部门绩效考核实践阐述,探索设计出一套切合医院发展实际,操作性实用性强的医院职能部门绩效考核方案,从而破解职能部门考核难题,实现医院绩效考核管理体系良性发展。
Yearly performance assessment for functional department is a regular project of human resources department. Two problems which can be described as performance assessment scheme design and the difficulties such as ambiguous objective, hard to collect and quantitative analyze data and difficult to assure equity are discussed. The problems in design and implementation make it difficult to objectively reflect department’s performance and promote work efficiency in the next year. By 7 years of performance assessment in functional department practice in public hospital, an operational performance assessment index system which matches hospital situation is designed to face the difficulties and improve performance assessment in functional department.
