丝绸之路上的贸易便利化和生态导向发展:技术标准视角

Urban Agglomeration Effect of Trade Opening:Theoretical Model and Empirical Studies

丝绸之路发源于绿洲文明,是国际化的历史典范。运用中国1990-2010年32个ICS技术部门的面板数据,考察了技术标准对于中国对外贸易发展的作用。研究发现:技术标准与国际接轨有利于中国进出口贸易的发展,标准量的平稳增长和标准体系的完善能够为繁荣贸易、实现对外贸易与生态环境的和谐发展提供有力的技术支撑和实践指导。丝绸之路沿途各国应当积极建设国家标准化体系,在国际层面、区域层面和国家层面就技术标准的制定和实施开展广泛的交流与合作,推动丝绸之路上的贸易便利化和生态导向发展。

The Silk Road took its form in oasis civilization, thus becoming the model of internationalization in history. By using the panel data from 32 ICS technological departments in China in 1990-2010, this paper examines the role of technical standards in the development of China＇ s foreign trade. The result shows that the internationalized technical standards are conducive to the development of China＇ s import and export trade. The steady increase of the number of standards and the improvement of the standard system can provide strong technical support and practical guidance to the prosperity of trades and harmonious development of the ecological environment. All the countries along the Silk Road should actively get involved in the construction of national standardization system and cooperate with each other regarding the establishment of technology standards at the international, national, and regional levels in order to achieve trade facilitation on the Silk Road and ecologically-oriented development.
