摘要
权力不公开、不透明,是权力腐败的根源。在十八届三中、四中全会提出全面深化改革的历史新起点,作为监督公权力行使的崭新形式,权力清单制度正在经历从萌芽到各地区全面铺开的历程。它是落实行政职权法定原则的有力保证,有利于实现有限政府、高效政府的目标,更有利于实现权力公开透明。在各地"晒"家底的同时,也应当对此进行制度规范,规制权力清单产生流程,构建电子政务制度,完善权力监督体系,及时跟进责任清单。
