领导干部海外培训是中国领导干部培训的一种重要形式,它的产生是基于政府治道变革和市场化改革的宏观背景。本文着眼于海外培训这一合同外包研究,通过界定海外培训外包边界,基于唐纳德·凯特尔市场失灵理论的分析框架,深入剖析海外培训市场中的需求缺陷和供给优势,并基于需求市场缺陷提出完善需求市场的三大对策。
One of the important way of leading cadres training in China is overseas training based on the macroscopic background of the reform of government governance and marketization.Through defining the boundary of overseas training outsourcing andbasing on the theory of Donald F.Kettl' s market failure, this paper in-depth analysises the advantages of supply and demand of defects of the market of the overseas trainingoutsourcing, and puts forward countermeasures to solve the problem of market failure.
