Study on Capitalization Management of Salt Lake Resources

以青海柴达木盐湖资源为具体研究对象,引入盐湖资源资产化管理的概念,探讨了盐湖资源资产化管理对盐湖资源有效综合利用及可持续发展的意义。首先从资源价值评估研究现状出发,结合盐湖资源自身的特点,提出了盐湖资源价值评估的具体方法;然后在对现行资源税和资源补偿费弊端分析的基础上,构建出新的资源税和资源补偿费计价模式;最后结合柴达木盐湖资源开发现状,对柴达木盐湖资源的产权管理提出了针对性建议,旨在改变以往只集中开发原材料产品和初级产品的局面,促进盐湖产业链的延伸和产业集群的形成,逐步实现盐湖资源的综合高效利用。

Taking Qinghai Qaidam Basin salt lake resources for the specific research object and introducing the concept of the capitalization management of salt lake resources, the significance of capitalization management for comprehensive utilization and sustainable development of salt lake resources was discussed. Firstly, starting from the evaluation research status of resources value and combining with the characteristics of salt lake resources, the concrete method of salt lake resource value assessment was put forward ; Secondly, based on the analysis of the disadvantages of resource tax and resource compensation, a new resource tax and resource compensation valuation model was constructed ; Finally, combined with Qaidam salt lake resources present development situation, the corresponding proposals of the Qaidam salt lake resource property management were put forward, the aim is to change the situation in the past which focuses only on developing raw materials and primary products, and promote the formation of the salt lake, the extension of industry chain and industry cluster, and gradually realize the comprehensive utilization of salt lake resources.
