中国铁路“走出去”概算编制方法研究

Research on methodology of China railway budget preparation for 'Going out' projects

中国铁路"走出去"已上升到国家战略,正处于起步的关键时期。回顾国内外主要概算编制方法,提出中国铁路"走出去"概算编制的路径选择,分析中国铁路工程造价标准及应用于"走出去"项目存在的问题,提出在利用国内造价标准编制"走出去"项目工程概算时要合理计算要素价格,合理调整现有工程定额,用实物工作量法确定相关费用标准的建议。

China railway has successfully attracts worldwide attention in recent years. Chinese government proposes ＂Railway Going out＂ strategy, encourages domestic railway enterprises to develop international market. However, the risk is high at inter- national market, some enterprises has suffered from a big loss due to some mistakes they made during budget preparation. In order to avoid those unnecessary losses, this article puts forward a calculate method of factor prices, a further adjusting on the existing project quota, and a more confirmed charging standard based on physical work quantity method.
