摘要
伴随教育公平与质量问题持续受到关注,弱势儿童教育发展已成为国际社会长期讨论的核心议题。在传统公共行政体系日渐僵硬和羸弱背景下,弱势儿童教育发展面临诸多现实困境。加快公共治理在我国的登场和实施,推动社会治理结构的扁平化转型,逐渐成为弱势儿童教育治理的关键手段和逻辑起点。在实践操作过程,需要以个体协同、教育协同、制度协同为基本向度,为弱势儿童提供强有力的发展基础、动力和保障。通过整合治理主体、建构治理监管体系和优化治理关系,促进弱势儿童回归主流社会,并以强化教育品质为根本途径,实现弱势儿童教育的社会协同发展。
Along with sustainable concentration on the equity and quality of education,vulnerable children educational development has become a core issue for the international society.It has gradually become aprimary approach and logical starting point to accelerate the implementation of public governance and promote the flat transformation of governance structure.To provide the basis,motivation and guarantee of vulnerable children development during the actual operation,the diverse dimensions of individual synergy,educational synergy and institutional synergy should be considered as a core scale.It is of importance for vulnerable children to go back to mainstream society by integrating governance subject,constructing governance supervision system and optimizing governance relation.
