新管理主义视域中日本高等教育治理政策的改革与反思

Reforming Higher Education Governance Policy in Japan:The Perspective of New Manageralism

近年来,世界主要国家纷纷调整高等教育的治理政策,新管理主义已成为一股不可忽视的力量。新管理主义强调政府的监督机能,采取远程操控,重视评价制度与绩效责任,引进市场竞争机制,以提升效率与绩效为目标。日本也在国内外重重压力下启动了新一轮高等教育治理政策的改革,大幅放宽对于高等教育机构的官僚式控制,然而改革的成效却不尽如人意。本文基于新管理主义视角,对日本高等教育治理政策改革进行了反思,并从政府责任角度为我国大学治理体系现代化提出了建议。

Recently, major countries across the global have adjusted their higher education governance po- lices. New Managerailism （NM） have increasingly become a powerful voice in the contemporary governance re- form. The core values of the NM include the emphasis of supervision mechanism, the adoption of remote control, the use of evaluation system and accountability measures, the introduction of market competition, and the im- provement of efficiency and effectiveness. Entering the 21st century, Japan began to deregulate bureaucratic con- trol over higher education institutions and devolve more autonomy to them. Based NM Perspective,The paper ana- lyzes the reform of Higher Educational Policy in Japan and puts forward some advices about the government＇s duties in the process of the reforms of governance policy in China＇ s higher education system.
