良好的社会信用是经济社会健康发展的前提,是每个企业、事业单位和社会成员立足于社会的必要条件。诚信缺失、不讲信用,不仅危害经济社会发展,还会破坏市场和社会秩序,所以建立覆盖全社会信用信息系统,依法依规有效采集、整合和应用个人、企业、事业单位及其他社会组织的信用信息刻不容缓。
