论《琼崖解放区惩治贪污条例》之立法及其鉴今意义

Comments on the Legislation and the Reference of the Rules for Suppression of Corruption in Qiongya Liberated Area

《琼崖解放区惩治贪污条例》的立法宗旨,体现中国共产党厉行廉洁政治的历史传统。立法技术上继承了国内解放区惩治贪污条例的相关成果,它是琼崖革命法制史上第一部也是最后一部较为系统而完善的惩治贪污犯罪的专门法规。《琼崖解放区惩治贪污条例》所体现的廉洁政治以及从实际出发制定法律的精神,是琼崖革命精神的重要组成部分,值得后人在新的历史时期借鉴和传承。

The purpose of the legislation ＂Rules for Suppression of Corruption in Qiongya Liberated Area＂ re- flected the honest tradition of the CPC. Technically, it inherited the relevant achievements of other liberated ar- eas of the mainland, and it was the first and yet the last special systematic rules in Qiongya Area. The clean politics and the sprits based on reality, which this Rules embodied, was an important part of Qiongya revolution- ary sprits. It is worth to be inherited and borrowed by us in the new period.
