On Design and Implementation of Digital Wanzhou Geo-spatial Framework Construction and Emergency Management Application Demonstration System

以万州区地理信息公共平台为基础,以突发事件为研究对象,利用Flex开发平台构建了以辅助、分析、指挥为一体的应急管理应用示范系统,详细说明了此系统的技术路线、关键技术、系统功能.该系统的主要特点在于:以万州基础地理信息数据为基础,结合全球卫星导航系统和地理信息系统等技术,针对突发事件的实际情况实现联动指挥、调度,为突发事件的预测和防范提供决策支持.

The effective method of emergency management has been valued for its efficiency .The system this paper researches is based on Wanzhou District Geographic Information Public Platform ,by means of the development platform of Flex ,and regarding emergent events as its research object .And then ,an e-mergency management demonstration system has been built with functions of assist ,analysis and com-mand .And this paper shows the details of this system of its technical route ,key technologies ,system functions and its implementation .The characteristic of this system is that ,it is based on the data of Wanzhou District geographic information ,and combines technologies of GPS ,GIS ,etc ..Besides ,it reali-zes the functions of immediate command and schedule according to the actual situation of emergencies ,and provides decision supports for the prediction and prevention of emergencies .
