The inner circle's diplomatic philosophy including a balanced strategy and value- oriented diplomacy has shaped the current U. S. foreign policy guided by the 'Obama Doctrine'. Because of the inner circle's limited understanding of China,the constraining of its balanced strategy and ideological bias,it has caused China policy has caused the Obama administration frequently adjusting its China policy and even moving backwards in addressing the new model of major power relations between the U. S. and China.
