摘要
公共服务市场化是指引入市场竞争机制,打破政府垄断,由政府、企业和第三部门等多个提供主体进行重新组合,构建一种全新的公共服务提供模式,从而达到功能完善、优势互补的目的.通过对公共服务概念的界定,对广东推进公共服务市场化改革的历程,以及“十二五”期间广东公共服务市场市场化取得的成绩和存在的突出问题进行分析,借鉴国内外先进的经验,提出相关对策建议,以期为广东“十三五”期间规划研究奠定理论基础.
The marketization of public service refers to the introduction of market competition mechanism,breaking the monopoly of government, and the recombination of the government, enterprises and the third sectorto provide a new model of public service so as to improve its function and make its respective advantages.This paper attempts to define the concept of public service to promote the process of market-oriented reform inGuangdong as well as analyze the achievements made during the 13th Five-Year Plan. Based on the experiencesof home and abroad, some relevant countermeasures and suggestions will be put forward to lay a theoreticalfoundation for the research on the planning of Guangdong during that period.
