The present study was conducted to analyze the relationship between country units and the change in urban and rural construction land planning, and the differences between special and implementation planning. Policy research shows both an increase and decrease in urban and rural construction land planning. There are errors associated with the decrease in urban and rural construction land and country unit planning. Errors can be classiifed into the folowing four types: general errors and confusion, capital expense items being too high or too low, double index calculation errors, or misunderstanding of the homestead replacement policy. The study explores sticking points as wel as proper ways to approach future planning, and provides a useful reference for country unit planning design staff.
