油气田企业土地复垦存在的问题及对策

Problems and countermeasures in the Land reclamation of the oil and gas field enterprises

目的：通过完善管理制度、强化组织领导，以促使油气田企业全面提高土地复垦工作质量和水平。方法：在优化生产建设技术的基础上，逐步转变传统用地观念，积极推行“先临时后征地”节约集约用地模式，并对不征收的土地全面实施复垦。结果：积极开展土地复垦工作，能有效提高油气田企业节约集约用地水平。结论：对不征收的临时用地全面实施复垦，并将复垦后的土地依法退还农民耕种，是油气田企业实现节约集约用地、切实保护耕地的一项重要举措。

[AbstractObjective]Through perfecting management system, strengthening organization and leadership,to promote the oil and gas field enterprise to improve the quality and level of land reclamation work in an all-round way. Methods： On the basis of the optimization of production and construction technology,gradually changing the traditional concept of land use, actively promoting intensive land use pattern like“temporary use before land expro-priation”,and realizing full land reclamation of those not imposed. Results： For the oil and gas field enterprises, the active land reclamation work can effectively improve the level of economical and intensive land use. Conclusions：For the oil and gas field enterprise,achieving full land reclamation of those not imposed,then returning these land to farmers for farming in accordance with the law,is an important measure to realize the economical and intensive land use and protect arable land.
