牛儿洞水库工程建设征地移民安置规划设计

The Optimize Planning and Design Research of Niuerdong Reservoir Project Land Acquisition Resettlement

针对建设征地移民工作政策性强、社会影响大、协调方多、工作难度大、操作模式多样等问题,结合牛儿洞水库工程特性和移民概况,按照国务院471号令和《水利水电工程建设征地移民设计规范》(SL 290—2009)要求,进行了详细的农村移民安置规划。移民安置后生产生活水平分析和预测结果表明,规划方案合理确定了移民安置目标、安置标准和安置方案,为移民安置工作的顺利开展提供了较为科学的依据。

Aiming at the problems of strict policy requirement, big social influence, many coordination, big work difficulty and diversity operation mode for the land acquisition and resettlement work of construction project, combined with the engineering characteristics and migration situations of Niu Erdong reservoir, according with the state council 471 command and ＂Specification on land requisition and resettlement design for construction of water resources and hydropower project＂（SL 290—2009） requirements, the detailed rural resettlement plan has been proposed. The analysis and prediction results of production and living standard after resettlement show that, plan for the target, standards and plan has been determined in the resettlement plan which can provide scientific basis for resettlement work to operate smoothly.
