城市道路地下管线是市政基础设施的重要组成部分,担负着城市能源的输送、信息的传递,关乎城市的安全、居民的生活,被誉为城市的"血管"和"神经",是城市的生命线工程。我国的城市化地区经历了几十年或几百年的开发建设,城市道路地下管网如蛛网密布,各类地下管线各自为政,现状地下管线基础信息缺失,造成了城市开发建设、改扩建过程中的重复建设、资源浪费,同时施工过程中对现状管线的破环给城市安全带来了重大隐患,并可能造成巨大的生命财产损失。从上述问题出发,结合武汉市人民政府2012年出台的《武汉市城市管线管理办法》,编制《武汉市城市道路地下管线综合设计技术规定》,推进管线与道路同步建设,并为城市道路地下管线的规划设计、审批审查提供依据,逐步做到合理建设,科学监管。

The underground pipeline of urban road is the important part of municipal infrastructure,shoulders the energy conveyance and the information transmission of city, and is related to the city safety and the resident life, is known as the 'blood vessels' and 'nerve' of city, and is the lifeline engineering of city.The urbanization areas of China has experienced several decades or hundreds of years of development and construction. The underground pipelines of urban road like a spider web. Each underground pipeline plays its own role. There is no basic information of the present underground pipelines so as to cause the reconstruction and resource saving in the process of development, construction, reconstruction and extension of city. At the same time, the damage to the present pipelines in the construction process brings the great hidden danger to city safety, and may cause the huge loss of life and property. For the above mentioned problems, and combined with the Wuhan City Urban Pipeline Management Method, the General Design Technical Stipulations of Urban Road Underground Pipeline in Wuhan City is compiled to promote the synchronous construction of pipeline and road, and to provide the basis for the planning, design, checkup and approval of urban road underground pipelines. The result is to gradually implement the reasonable construction and scientific supervision.
