低碳路径下推动西部城市群新型城镇化的研究

我国城镇化进程中出现了许多问题,解决这些问题的有效途径就是走新型城镇化道路。为了实现城市的新型城镇化发展,走低碳发展路径,强调经济、社会和环境的协调发展,是长效、可持续发展的可靠模式。文章在分析了西部城市群低碳城镇化发展现状的基础上,运用STIRPAT模型对产生此现状的原因进行分析,得出城市经济规模是影响能源消费碳排量程度最深的因素这一结果。最后针对原因提出加大城乡规划的引导作用;创新地方政府考评制度;优化产业结构;建立健全碳排放交易体制;倡导低碳化生活方式等合理建议。

The process of urbanization in our country there have been many problems, effective way to solve these problems is to take a new road of urbanization. In order to achieve the new urbanization of the city, take a low-carbon development path, emphasizing the coordinated development of economy, society and the environment, are long-lasting, reliable model of sustainable development. This paper analyzes the current situation of low-carbon urban development in the western city populations based on the use of STIRPAT models to analyze the cause of this current situation, the size of the urban economy is the impact of energy consumption deepest level of carbon emissions factor in this result. Finally, for the reasons put forward to increase the guiding role of urban and rural planning; innovative local government evaluation system; optimize the industrial structure; establish and improve the emissions trading system; promote reasonable proposals of low-carbon lifestyle.
