摘要
集中连片贫困地区农村代课教师的存在是解决当地师资匮乏的有效办法。这些代课教师因各种条件表现出不同类型,但却存在某些共同的特征。相关部门可以采取对农村代课教师进行"分类"和"优劣甄别"、完善农村代课教师的"人事代理"制度、实施"本土"招聘和"长期"留住政策、建立健全不合格代课教师的"人性化"退出和培训机制、建立健全代课教师津贴补助制度等政策,为特殊贫困地区长期留住优秀师资。
Recruiting para teachers is an effective way to solve the problem of local teacher lacking in large privileged areas. Although under different circumstances para teachers exhibit various types, they have common characteristics. The existence of para teachers in large privileged areas is a critical factor to ensure the quality and development of local rural education. According to the situation of rural para teachers, relevant department should adopt necessary measures-- complete the Personnel Agent System; recruit local teachers; establish humanized termination and training institution; improve subsidy policy etc. to retain excellent teachers in these privileged areas.
