摘要
师德失范事件频发,困扰高等教育发展。师德失范事件未得到有效根治的根本原因在于重视程度的不足以及由此而导致的制度缺陷,将师德治理上升到战略层面是解决这一问题的根本所在。师德治理战略的设计和实施,旨在实现师德失范治理由"治标"到"治本"的过渡,即师德失范现象的全面整治、师德制度机制系统建设、师德文化的全面构建在内的"三步走"实现师德失范现象的标本兼治,以师德失范事件的严厉整治使教师"不敢失范"、以科学的师德制度建设使教师"不能失范"、通过师德文化建设使教师"不想失范",实现由"不敢"、"不愿"到"不想"的过渡。
Growing phenomenon of the decline in teachers' professional ethics is hurting the development of high education. Not enough attention has been paid and system defects of teachers' professional ethics are the root cause of this problem, which calls for teachers' professional ethics stepping up a level from management to strategy. The three-step strategy is designed to move the government of teachers' profes- sional ethics seamlessly from treating symptoms to the root cause, which including treating the phenomenon of the decline in teachers ' professional ethics strictly that makes teachers scared to act against teach- ers' professional ethics,system construction that makes it impossible for teachers to act against teachers' professional ethics, and cultural construction that makes teachers unwilling to act against teachers' professional ethics.
