摘要
业务治理体系是规范城商行发展、维护稳健运行的组织和制度安排。西方发达国家不断演变、发育成熟的业务治理体系为国内商业银行提供了可借鉴的宝贵经验。在借鉴国内股份制银行改革经验的基础上,国内城商行应坚持立足国情及自身资源禀赋,适应金融市场化趋势及自身转型发展的内在要求,按照有效幅度及敏捷性原则,优化顶层设计、理顺总分支三级经营管理体制,深入推进以客户为中心、贴近市场、快速反应的条线管理机制构建;同时,深化人力资源管理体系改革,增强绩效考核导向作用,强化全面风险管理,为业务治理体系改革保驾护航。
Business governance is organization and system arrangement, which constraints development and maintains stable operation of city commercial banks. The evolving and mature business governance system of western developed countries provides valuable experiences for domestic city commercial banks. City commercial banks should learn from experiences of joint-stock banks, adhere to national condition and its resource endowment. According to the effective range and agility principles, city commercial banks should optimize top-level design, straighten out three lev- el management systems, and further promote construction of line management mechanism that is customer- centric, close to the market and rapid reaction. At the same time, deepening reform of human resources management, enhanc- ing function of performance assessment guide and strengthening comprehensive risk management which will escort business governance reform.
