协商民主视角下的邻避冲突治理

A Study on the Governance of NIMBY Conflicts from the Perspective of Consultative Democracy

当前层出不穷的邻避冲突已经成为影响我国城市建设与发展的重大问题。社会主义协商民主的发展为邻避冲突治理提供了基本方法、价值导向和制度平台。目前我国邻避冲突及其治理的突出问题是严重的协商不足,其原因在于协商意识、协商能力以及协商制度不足等。应从树立协商理念、提升协商能力、拓宽协商渠道、丰富协商方式等多方面来寻求以协商民主破解城市邻避冲突治理困局的对策。

Presently, NIMBY conflict has become a major problem affecting the urban construction and de- velopment in China. The development of socialist consultative democracy provides basic method,value o- rientation and systematic platform for conflict governance. Lack of consultation is the major problem in governing NIMBY conflicts,which is shown in the aspects of consultation consciousness, consultation a- bility, and consultation system. Countermeasures,such as promoting consultation idea, widening consul- tation channels,and enriching ways of consultation,are put forward to govern NIMBY conflicts.
