Due to the similarity and connection between China and Japan in such areas as cultural tradition and law of economic development, Japan's experience in developing public art provides valuable reference for China to address its problems with the fast development of urban sculpture. Given those relevant problems, the article analyzes Japan's successful experience from four aspects: taking measures according to local conditions, focusing on people's needs, paying utmost attention to details, and making best use of resources. The experience can serve as a theoretical support for China's effort to find solutions to current issues and to further enrich the cultural achievements and enhance the soft power of the city.
