摘要
提高自主创新能力是推动我国经济和社会发展的重要保证,要想提高科技创新效率,提升企业、国家的竞争力,就需要对科技创新团队进行科学的、系统的管理和建设。在我国科技创新团队建设中,由于相关法规、政策的缺失,导致存在一定的问题,为充分发挥科技创新团队的组织作用,就必须在现有基础上制定科学的对策,不断完善建设科技创新团队相关法规政策,建立开放式和网络化的组织结构,建立行政管理和学术管理协同作用的运行机制,建立科学合理的奖惩机制,为创新团队的建立提供理论支持和实际指导。
Improving capability of independent innovation is the important guarantee to promote the economic and social development of our country.To increase the efficiency of science and technology innovation and enhance the competitiveness of enterprise and nation,we should carry out scientific,systematic management and construction on STIT.Nowadays,there are some problems in the construction of STIT due to the lack of relevant laws and regulations. We must work out the scientific method on the existing basis so as to give full play to the organization of STIT.
