Analysis and Thoughts on "Red Envelope" Phenomenon

通过调查问卷的形式展开调研,不同人群对此有着不同的看法。医疗红包是医疗行业中的潜规则,也是道德、社会、法律问题。针对产生医疗红包的体制原因、道德偏离,如何进行医疗体制改革,才能真正地回归医院公益性,并实现提高公众健康水平的目标。文章提出要改变分配制度、完善医疗制度的配套改革,以及要依法界定医疗红包的贿赂性质,明确法律责任,并给予有力打击等。

The questionnaire survey was used in the study to investigate peopleg opinion on medical red envelope. Medical red envelope is a latent rule in medical field, which is also a moral, society and legal problem. In face of the problem resulting from the imperfect legal and medical systems and moral deviation, the paper proposed that reforms should be made in allocation system and other medical systems ,. and that the nature of bribery on a medical red envelope should be legally defined with explicit legal responsibilities, in order to fight against the immoral conduct, ensure the public welfare of the hospital and promote the health level of people.
