五区域中心城市治理能力评价

An Evaluation of Capability of Administration in Five Regional Center Cities

本文从分析城市治理能力的内涵入手,从政府公共产品供给的职能角度,构建了包括基础设施、文化教育、医疗卫生、社会保障、环境保护、园林绿化六个要素和49个评价指标的城市治理能力评价体系。选取5个区域中心城市进行城市治理能力比较研究,验证了构建评价框架的可应用性,反映了政府在城市治理过程中的总体效果以及存在的不足,为我国城市治理改革与创新提供实证参考。

In this paper, through analyzing the connotation of urban governance, using the perspective of government public products supply is constructed including six elements about infrastructure, culture, education, health care, social security, environmental protection, landscaping and 49 evaluation index of urban governance evaluation system. Then, Comparative study on the five regional central city governance capability, verify the availability of evaluation framework, put forward the overall effect in the process of the government in urban governance, and identify learning gaps, provides the empirical reference for the urban governance reform and innovation.
