居民参与社区治理路径探讨

On Ways for Residents Participating in Community Administration

在经济和社会转型过程中,计划经济时期形成的城市社区行政性管理模式正在逐渐消失,商住小区、农民集中居住区和城市老旧院落成为城市居住区的主体。新形势下社区管理必须从社区主体出发,提高社区居民的参与度,逐步实现社区群众自治和社会管理创新。而只有从法律法规、政府职能、公民意识以及自治组织四个方面出发,不断完善当前体制,才能最终实现上述城市社区治理目标。

In the process nf economic and social transition, the administrative management model in urban community formed in the Planned Economy is disappearing, commercial residential communities, farmers concentrated residential areas and old courtyard become the main body of urban residential area. Community management under the new situation must proceed from main body in the community, improve the participation of community residents, gradually achieve community autonomy and the innovation of social management. Only from the laws and regulations, the functions of the government, citizen consciousness, and the autonomous organization etc, and constantly improve the system, finally can realize the goal of the urban community governance .
