摘要 针对国内水库大坝风险分析快速发展但风险标准相对缺乏的特点,结合中国水库大坝安全现状及其他行业已有的风险标准,考虑经济、社会发展水平及群众对于风险接受意愿,对风险标准相关参数的选取进行针对性的分析论证,构建了与现行安全标准有效衔接的中国水库大坝风险标准。将该标准应用于尖岗水库除险加固前、后的风险评价,评价结果更为全面,具有较好的准确性与适用性。对于中国大坝管理从安全管理向风险管理转变,提高管理水平具有较好的促进作用。 According to characteristics which involve both the rapid development of risk analysis on domes- tic reservoir dam and the lack of risk criteria, combined with the present situation of dam safety and risk criteria in other fields, risk criteria for reservoir dams in China are established which are effectively cohe- sive to the current safety standards. The economic, social development level and the willingness of masses to accept risk are taken into consideration, and the related parameters are pertinently demonstrated and analyzed. The application to the risk assessment of Jian-gang Reservoir reinforcement project shows that the evaluation result is more comprehensive, and the risk criteria have good accuracy and applicability. In gen- eral the risk criteria will play a good role to promote the transformation of dam management in China from safety management to risk management and to improve the management level.
