招标采购活动中存在的问题与应对措施探讨

Discussion on problems existed in bidding and purchasing program and countermeasures

我国实行招投标制度的历史相对较短,管理体制和法律法规制度建设正在逐步完善中,因此,在实际招投标活动中不可避免地会出现各种问题。针对在招投标活动中出现的诸如评标专家评分的随意性和倾向性、投标人不平衡报价以及投标竞争性不强等问题,深入分析了问题背后的原因,并提出了具体可操作的解决措施。认为,招标人在编制招标文件时要做好市场调研,对投标人的资格应作出明确要求,要在前期设计的基础上,充分考虑市场行情,按照优质优价的原则安排预算;一定不能把预算价格建立在投标人愿意降低利润的基础上,更不能将设计阶段的缺项、漏项直接包含到招标项目中。

Due to the relative short history of establishment of bidding and purchasing system in China and the imperfection of the related regulations and laws, various problems have been encountered in the practical bidding and purchasing activities. Ai- ming to some defects in the bidding activity such as arbitrary and tendentiousness in expert~ marking, unbalanced quote of bid- ders and lack of competition in the bidding process, we deeply analyze the causes and put forward feasible measures. It is pointed out that the tenderee should make a solid market research in compiling of the bidding documents and bring forward requirements on the qualification of the bidders, and the tenderee should allocate reasonable budget by the principle of high quality high price based on earlier study of market. The determination of budget price should not be laid on the hypothesis of reducing bidder＇s benefit and also the budget should not include some omissions in the design process.
