推进种养业循环发展解决养殖污染问题

Promote Circular Development of Plant-Livestock, Solve the Pollution Problem of Animal Husbandry Sector

畜禽粪尿污水引起的环境污染问题,已经成为限制我国畜牧业持续健康发展的主要瓶颈之一。全国畜牧总站、中国饲料工业协会为了解决这一问题,2013年以来多次组织专家学者进行深入研讨。本文在这些研究的基础上,采取实地调研和查阅资料相结合的方式,并根据国内外的发展经验,综合分析认为推进种养业循环发展是解决养殖污染问题的根本出路,提出了完善种养业循环发展法律法规、开展耕地生态保护奖励机制试点、加快转变畜牧业发展方式等政策建议。

The Environmental problem caused by faeces and waste water of livestock and poultry has been one of main bottleneck for sustainable development of livestock sector. In order to solve the problem, National Animal Husbandry Service/China Feed Industry Association has organized several experts and scholars consultations and studies since 2013. On the basis of above studies, combining of field study and literature, learning from foreign experiences, this article attempts to point out the fundamental solution is circular development of plant-livestock system. The article also provides the following policy recommendations, such as improving law system for circular development of plant- livestock system, piloting the farmland ecological protection incentive mechanism, accelerating the transformation of animal husbandry development mode.
