摘要
由于中国高校学术资源的分配一直掌握在行政权力手中,为获取更多的学术资源,学术权力与行政权力冲突日趋严重。本文以组织制度为视角,主要从内、外两方面因素对冲突的根源进行分析,即中国高校与政府关系上的政府本位和中国高校内部学术与行政关系上的行政本位。基于组织制度对学术权力与行政权力冲突的影响,提出解决出路:中国高校制度改革的规约对象的转型;完善法律依据;加强法制意识。
As China's university academic resources allocation has been controlled by administrative power, to get more and more academic resources, academic power and administrative power conflict has become increasingly serious. In this paper, in the perspective of organization system, mainly from two aspects of internal and external factors to analyze the root of the conflict, the Chinese government in terms of the relation between the university and government standard and Chinese universities internal administrative standard in terms of the relation between the academic and administrative. Based on organizational system of academic power and administrative power, the influence of conflict solution is put forward:specification of China's reform of higher education system transformation of object;Perfecting the legal basis;Strengthen the consciousness of rule of law.
